Any photo-editor (like Adobe PhotoShop) will do a good job. Mine came free with my scanner, but there are lots of good photo-editing programs out there. They all crop, scale, focus, let you alter colors, let you blot-out extraneous background detail, etc. Part of it is the capability of the software, and part the skill of its user. I have some old snapshots where the photo editor produced a MUCH sharper and more color-correct photo than the original photo. In other cases, very poor quality color photos became very high-contrast black-and-whites when I simply couldn't get realistic color out of them.

Then of course there is how interested are you in your subject, how much time are you willing to spend editing and adjusting a photo. Looking at and editing sexy photos of us obviously keeps me interested in what I am doing, I relive GREAT memories while I look at and transform these photos.
