Right train, right country, wrong town.

This is a small town famous pretty much only for its big farmer's market.

It's close to Ecuadors highest volcano, which also gave name to the province.

This little town is the center of a parroquia, like a county with the same name as the town.
 
Is it Otavalo, Ecuador? They have a famous market...but I don't think it satisfies your other clues...
