But they are 'not to enter USAID premises, access USAID systems or attempt to use your position or authority with USAID in any way without my prior permission or prior permission of a supervisor in your chain of command,' wrote Marocco, the newly-appointed deputy administrator for the agency.

By Monday, Secretary of State Marco Rubio announced he was taking over as acting head of the agency - which he said was 'completely unresponsive' as he accused staff members of being 'unwilling to answer simple questions' about its programs. He also informed Congress in a letter about the pending reorganization of the agency, saying some parts of USAID might be absorbed by the State Department while others will be completely abolished. That same day, USAID employees said they were locked out of the agency's computer systems. Those still in the system received messages to their work emails saying 'at the direction of Agency leadership' the headquarters building 'will be closed to Agency personnel on Monday, Feb. 3.'

BS. The funding is discretionary. By law it's spending is supposed to align with US foreign policy goals and under State Department purview. So it is logical the Secretary of State should oversee it's operation.

Impoundment of funds allocated by Congress requires additional communication as well as time.

As Congress has created the agency, the President also is required to notify Congress of the reorganization.

Before the Trump administration closed USAID’s doors, the agency regularly routed funding to causes aligned with George Soros’ nonprofit empire, terrorists and drag queens.

The agency came under scrutiny from the new administration over failures to ensure transparency in its funding to organizations across the globe and concerns that the leadership was not responding to explicit policy directives from the State Department and the wider executive branch to align its programs with Trump policies and the U.S. national interest.

In recent days, the Trump administration identified USAID programs ranging from contraceptives for Afghanistan to LGBT diversity programs for European countries as clear evidence that foreign aid needed to be paused and reevaluated, a task that fell to the Rubio State Department.

The development agency for years also funneled money to several nonprofit groups that also received substantial backing from components of George Soros’ empire. Some previously came under scrutiny during the Obama administration for “democracy promotion” and judicial reform efforts in European countries that critics claimed promoted leftist politics.

No, I've tried searching your post before -- never turns up anything worthwhile.
 
After 8 pages including a substantial volume of hot air from all sides it seems entirely reasonable to transfer the responsibility for AID to State Dept. However, it is not at all clear who will audit future expenditure, or whether that function will be tasked within the State department. If not audited independently, it will be another slush fund within 5 years - but better hidden.
