The administrative branch has the power to distribute funding as it sees fit. It can even reallocate funding which was set for specific projects under certain circumstances.

Or didn't you LEARN THAT during Trump's first term when he diverted funds to the border wall? Even the courts said he had the power to do it because that's within his Constitutional Authority.

The part about USAID that I haven't seen anyone talk about yet this morning is the direct seditious impeachment connection between Vindman, USAID, the CIA, and the DOJ/FBI. It seems as if a certain democratically minded political faction in the US decided that they were going to depose the President of the US. And they used USAID as the vehicle to do it with.

From there: Trump being stymied on the construction of the wall by the DEMOCRATS is what led DIRECTLY to the mega-increase of border crossings during BIDEN'S TERM.

Notice that now Trump is back in office, the border crossings have almost vanished again.
