US companies and citizens are paying the tariff taxes. Trump and company want to use the tariff tax to give money to consumers for supposed Healthcare. The amount in question exceeds the amount available given the fickle, whipsaw tariff rates. The admin also wants to help farmers with that pot of tariff taxes. There isn't enough to go around between the farmers and the $2k disbursements.
