KO was listing an opinion on who those enemies might be, but he did not say if he was for or against such treatment.

English being a living language, words are sometimes used, completely properly, in a way not included in a dictionary. EM might have meant kill off large groups of people or he might have meant humanely remove them from society. Either way, this was not actually part of the exchange.
