I would say any act that brings you to climax or is attempting to would be sex. So if two people were next to each other and masturbating but not touching then they each had sex with themselves but not each other. If one of them does something to help and influence the other then they had sex. Maybe just my opinion though.

There's definitely no right or wrong answer to this question, and sometimes it's a very fine line between having sex and not having it.

No, what happened was he was held in contempt of court by a Federal judge (not at the Supreme Court) for giving misleading testimony by saying he didn't have "sexual relations" with her.

The contempt charge resulted in a $90,000 fine and five-year disbarment, and a permanent ban on practicing law before the Supreme Court.

So "having sex" in this case was judged to be consistent with what he and Monica actually did, which was not intercourse.
 
Man you guys make this too complicated. If someone besides yourself are handling parts of your body with the goal of bringing you to orgasm, then it’s sex. Here are some various scenarios to test out this premise:
