I would say any act that brings you to climax or is attempting to would be sex. So if two people were next to each other and masturbating but not touching then they each had sex with themselves but not each other. If one of them does something to help and influence the other then they had sex. Maybe just my opinion though.
 
My wife and I had that discussion a while back. We dated almost 8 years before we married. I did not have penetration sex with her until our wedding night. To me, actual penetration, (except for f/f going down on each other) means sex, everything else is foreplay.

I guess it depends on the individual, but to me unless there's actual penetration it's mostly foreplay.
