Outside the territorial waters and anyone and their dog can have ships...Rightguide, in one of my last post's I stated 6 Russian ships and one submarine. Later I discovered it is 4 Russian ships and the submarine headed towards Cuba. Apparently the formation is off the coast of Florida at the present. I'm betting this is a brandishing of weaponry... sort of the middle finger to o'l two scoops...
