Smarties actually came out sometime in the last couple years as not using any more plastic in their packaging as to be more environmentally friendly. Their bags are made of paper or cardboard.

So, while I'm sure both of those answers are accurate... in my years, I've also learned not to underestimate the stupidity of human beings. So the alternatives wouldn't have surprised me either.
