I often find myself asking that same question, but on this one I think I know where she's coming from.

It's mostly semantics: while most of us define racism simply as "prejudice based on race", there's a school of thought that factors power imbalances into the definition - "racism" involves a systematic pattern of oppression, so you can't be "racist" if you're not powerful enough to oppress somebody.

(IMHO, the latter is an important concept and ought to have a name of its own, but I'm not sure that attempting to co-opt "racism" for that purpose is likely to go anywhere productive.)

So when QV says she can't be racist, under that definition, not saying she isn't prejudiced. She's saying that as a black woman she isn't in a position of power where her prejudices can lead to oppression of others.

Still prejudiced, though.
