The age-old double standards.
A woman shows tits, the guys comment and get told off for being thirsty, in most cases
But, if women comment the same rude "I want to lick them," no one gets mad at the thirst, and guys get "stupid" over the two women.

There's a double standard for sure but it's also because women are the ones that don't want the thirsty comments and men do and aren't offended by them. I'm making a gross generalization here but that's typically the dynamic. We could also try to know our audience regardless of gender and treat people how they want to be treated.
