Any judge, state or federal, has the authority to overrule a president, if they issue a lawful order in connection with a case in controversy.

The impeachment process happens in Congress -- it does not involve judges, except that the Chief Justice must preside over a trial in the Senate.

Pam Bondi had her legal stooges appeal the appeals court's ruling to the Supreme Court today.
Chief Justice Roberts and Justice Amy Barrett have already made noises that Trump's hasty order probably intrudes on the Judicial Branch's turf.
