Lot of factors that can play into that.
Doesn't change the fact that if you want to significantly reduce the crime in the next neighborhood over policing it and enforcing the laws against the criminal activity is a proven method of accomplishing that goal.
All the areas, I assume since you don't mention specifics, are already heavily policed and the laws are heavily enforced. Well, this is true except in right wing lala land on am radio, Fox, News Max, etc, and those of us who live in reality know about the heavy police presence...it ain't working!
