You're not going to be happy about this but...
On every site I've been to votes cluster at the top 70%... people vote 'high' for different reasons but a major one is they're getting stuff for free.
Next you have the fact that nearly all readers have their favorites... they know the author voice, they like the subject matter he/she works with, they're willing to follow the author when he gets experimental, they're willing to FINISH a story, and they vote with the author's history in mind (the stories they LOVED and wished they could have given it a six).
Finally, there's people like me... if I can't finish it, I won't vote so if you get me to finish you're story I have to give you a 4 or 5 cause I won't read shit.
This balances out the troll votes for the most part.
If you TROLL-BUST, the scores congregate even higher... what are you going to do 5-bust?
