I do know from a friend that they do ensure there are heaters around.

It would still be rather unpractical, even costly in the winter here.

I have thermostats at 23C at home - not quite enough for nudity for me. In this last week or two I've only had +21 or so however, and the draft along the floor from the balcony door to kitchen is chilly. Just last night we had -21 outside. Now a cafe that has a door straight to outdoors, being opened every now and then.... It would take insane amount of extra heating.
