It occurs to me that unless you have a dirty mind, you won't attach any signifigance to the number "69", Fortunately, I have an extremely dirty mind as, I would presume, the other members of this forum have.
It occurs to me also that if I-69 starts east of I-65 and then crosses it and heads west, the name will be in violation of the supposed rule in one place or another. I don't think it's a rule but it might be a custom.
