that's the Tehachapi loop. I think.
I had a rr friend, told me about it - it's to gain elevation.
story goes the engineer was out there planning a route, sitting on the side of the hill where he wanted the tracks to go, he watched cows make the loop around the hill.
I drive by it occasionally where I live now - there's signs off the freeway for it.
