"As we mourn this loss, we cannot shrink from our collective responsibility to hold accountable those who seek to silence dissent through violence and repression."
 
Putin kills less than a standard Russian dictator. He's a cautious bureaucrat. He delayed the Ukraine war for years and now still won't commit the entire Russian military to it.

How many killed is a good 'standard' number to use in comparison to Putin's count on his death list? And how is the delay of the war for years a measure of his abilities to run a bureaucracy?

This is not something that can be accomplished by outside powers. The Russian people are going to have to decide for themselves that they no longer want to live under such rule. They did it once and freed themselves from the Czarist rule. It could (and should) happen again. But it will only happen when and if thee Russian people have had enough.

The standard of Russian deaths in Ukraine is around 400,000 according to various sources.
That's around one thousand dollars of Trump-debt per death.
