Both probably. Most presidents don't REALLY get a whole lot in the way of a true legacy and you could sum up what most people know about most presidents in a paragraph per. And that's being generous. Because most would go Washington. . .fourteen blokes I can't recall. . .Lincoln. . .some other blokes I can't recall. . .FDR, Kennedy, LBJ (maybe he tends to get lost in the shuffle), Nixon forward. And Nixon's legacy is Watergate. China is practically a trivia question.
Come ten years from now Obama will be the black guy who started Obamacare. I doubt anybody will really remember much in the ways of details beyond that certainly nothing as small as his expansion of the nuclear power. Hell if anything on nukes we'll remember the Republican story of how he dismantled the military (like Clinton before him) to catastrohpic levels allowing for (insert the the war of 2020) to begin fucked up.

I find it hard to believe that most people would be that ignorant in terms of naming former presidents. Not being able to name their legacies, maybe, but surely most people would do a better job of naming the presidents than what you describe.

I think you'd be lucky to get more than 25 out an average American. I think you'd be extraordinarily lucky to get 5 out Amendments out of a random person on the street. Especially if they were supposed to link them specifically to the numbers.

Obama had control of Congress but his do nothing Princess Nancy and the Nevada Cattle Thief only got Obama Care through and that by lying to and black mailing the Democrats. He admitted he and his administration lied to Congress, the Supreme Court and the people to get it passed. He started his administration with a suck the dictators cock tour and is now ending it with the same tour. He is a racists, a sexist, and now has proven himself to either be or a friend of perverts and child molesters. He ruined the economy and turned the Middle East into a blood bath and surrendered Europe to the Czar of Russia (one of the richest men in the world) and the Pacific to Imperialist Chinese (whose leaders have off shore bank accounts and live like royalty). Every department head in his administration has either been incompetent or a criminal including his former and present Secretary of States. He has flown around most of the time going to money parties of the one per cent corrupt Wall Street and mindless Hollywood types poisoning the air with his jets and army of cars. For a man who hates the police (only the local police as every dictator in order to bring about a police state, must first destroy the honest police force, religion and education) he keeps a small army around him all the time. Not that his force is any good. He has degraded the Secret Service and the FBI like he has the military and it is a wonder some jerk hasn't shot him because of it. He will go down as the worst president this country has ever had. Of course the Three Stooges who the media and the left wing communists and progressive Nazis have on the ballot will give him a run for his money or should I say our money. I haven't seen one thing on this post that really shows Obama as even a poor president. His record is un American, pro terrorist, pro dictator, pro corrupt rich, pro racist, pro gangster, pro drug lords and anti Constitution. His people have turned cities (like Detroit and Chicago) into waste land and killing fields. But even Lenin and Mao and Hitler and Attila the Hun had their brain dead followers.

What a load of crap. Criticizing Obama is no different than criticizing Clarence Thomas -- did you rush to his defense?
The tokenism involved here is an affront to African Americans. Obama is not black in any culturally meaningful way -- he was raised by a white CIA operative and her bloodthirsty Indonesian husband. Dr. Cornell West, an African American leader with some integrity, describes him as "A Rockefeller Republican in blackface." When I first became aware of Obama, because the DNC decided to give him a prominent slot, on network TV, during the 2004 Democratic Convention, I said to myself, this guy is being groomed to be a Trojan Horse.
I'm not apologizing for the Republicans -- they suck. But at least they are relatively honest. What you see is what you get. They are practically wearing T Shirts that say "I'm a redneck buffoon." I am much more offended by a corporate fascist who proclaims himself to be the heir to Dr Martin Luther King.

Refusing to allow them to discuss and exam and debate bills like Obama Care, that he has admitted he "lied" to the people, Congress, and the Supreme Court. His preferred way of running the country is with royal Executive Orders, many of which are un-Constitutional, but he controls the policing of the Nation the way most dictators do. he has gone out of his way to stick his nose into local affairs and yet avoid national and world problems. He has done all he can to divide the country and bring the world back to the dark ages. He has nothing of worth or merit to leave history for his eight years in office. And so far no one on here has shown anything positive he has done.
Now those who have also made remarks about the nation being against him because he is a "black" president, are the same people who turned their back on Dr. Carlson because he was black Republican. but they always cry "race" when they have no other defense. Face it he failed when he had the majority and he failed when he didn't. But it isn't all his fault. The Republicans are a party without back bone and the Democrats have allowed themselves to be destroyed and taken over by Left Wing Communists and Right Wing Progressives Fascists. But the main party to accuse for his failures, the shape of the country and the world now is not the president, not the destroyed parties, but us. The people. We are free and had at one point the power to rule those who we put in power. We no longer have that right. We are like any socialist/communists/fascist, absolute royals. Nothing but a bunch of self made slaves. We believe the lies, not because we are stupid, althought reading some of the pro Obama comments on here may give that impression, but because like the people who brought dictators to power in other countries we are hoping that they will only go after the "other" people or groups, etc. and not us if we kiss their butts. Like Obama on his kiss the dictator tours. Of course none of them have any respect for a weak leader. But in his mind he is saving himself and his rich friends by giving in to the evil. Obama spent a great deal of time trying to foster cooperation with Congress--far too long, I think. None of what you point to came until he couldn't get the slightest hint of cooperation from the Republicans--even on the common sense and national good levels. Who do you think you're fooling?
I wasn't an Obama fan when he was running, but he's done just fine under the circumstances and has been an eloquent, human, patient, even-tempered, elegant, and personable chief of state who has done the nation proud in the world.
And, oh yeah, we're a trillion dollars less in debt than when he took office.

That's sort of a trick question, because neither party has done a thing to move us away from the brink of disaster. We have the biggest financial bubble in history, and our physical production has dwindled to nearly nothing. The US is insolvent. We have armies of homeless people everywhere, suicide rates are stupendous, and the bailouts of the 1% continue. Trying to blame one party over the other is a fool's errand.
Dodd and Frank will go down in history as some of the congress' most successful con artists. They wrote and passed the Dodd-Frank bill and sold it as a measure to rein in the excesses of Wall Street, when in fact, it actually legalizes the worst Wall Street chicanery (derivatives scams) and otherwise is 300-odd pages of loopholes. It was a successful effort to sidetrack congress and prevent it from doing the obvious, which is the restoration of Glass-Steagall (which Obama opposed -- surprise!)
