Both probably. Most presidents don't REALLY get a whole lot in the way of a true legacy and you could sum up what most people know about most presidents in a paragraph per. And that's being generous. Because most would go Washington. . .fourteen blokes I can't recall. . .Lincoln. . .some other blokes I can't recall. . .FDR, Kennedy, LBJ (maybe he tends to get lost in the shuffle), Nixon forward. And Nixon's legacy is Watergate. China is practically a trivia question.
Come ten years from now Obama will be the black guy who started Obamacare. I doubt anybody will really remember much in the ways of details beyond that certainly nothing as small as his expansion of the nuclear power. Hell if anything on nukes we'll remember the Republican story of how he dismantled the military (like Clinton before him) to catastrohpic levels allowing for (insert the the war of 2020) to begin fucked up.
I find it hard to believe that most people would be that ignorant in terms of naming former presidents. Not being able to name their legacies, maybe, but surely most people would do a better job of naming the presidents than what you describe.
I think you'd be lucky to get more than 25 out an average American. I think you'd be extraordinarily lucky to get 5 out Amendments out of a random person on the street. Especially if they were supposed to link them specifically to the numbers.

Obama spent a great deal of time trying to foster cooperation with Congress--far too long, I think. None of what you point to came until he couldn't get the slightest hint of cooperation from the Republicans--even on the common sense and national good levels. Who do you think you're fooling?
I wasn't an Obama fan when he was running, but he's done just fine under the circumstances and has been an eloquent, human, patient, even-tempered, elegant, and personable chief of state who has done the nation proud in the world.
