First off, formerly of NYPD isn't a military rank. The correct way to do his name would be Army Ranger Lt. Colonel Anthony Draco.

Second off, I need to introduce you to the three rules of GI Joe Universe Chargen:
1- All Ninjutsu leads back to the Arishakage clan of ninjas. The only exception to this is the Night Creepers. However, the Night Creepers are mostly mooks with gadgets, as even Aleph, their leader, is not clearly defined as a character. As such, they are treated as pseudo-ninjas, and not actual ninjas.

2- All members of GI Joe are chosen because they are the BEST at what they do. As such, they have a very limited scope of abilities, as they are specialists.

3- Qualified Expert means just that. You are an expert in the use of this weapon, and have the qualification to back it up. You have a PhD in the M-16, for example. You can be a qualified expert in five different typoes of weapons (EDIT: I don't know/care enough about weapons to enforce a real universe guidline. So I'm just gonna impose a limit of five weapons.)

What does this mean?
1- To know Ninjutsu, you have to have a tie to the Arishakage Clan.

2- If you take close quarters combat, you will be able to pick off any opponent near you without so much as grazing an ally. You can pick off people using friends as human sheilds. But this also means teh rfarther out they get, the less your percentage of hitting them until you become a novice trying for the broad side of the barn.

3- Less weapons. Ninjutsu background means you get the ability to use any Martial Arts weapons effectively. Military background means you get to use any gun effectively. Your Qualified Expertise relates only to those weapons you can use better than everyone else.

No one is expected to list every weapon they can use well, because as trained military personel, everyone's expected to have a familiarity with a wide-range of weapons.

Also, anyone who takes a ninjutsu background automatically forfeits one Qualified Expert for Unarmed Combat.

NOTE: These problems aren't anything you did wrong. I really glossed over what I meant when setting them down. I live in Florida and my AC is down. My brain is melting.

Training & Skills: Electronics repair/decomissioning, sailling, boat repair/building, outdoor survival (This is a list of everything your character is qualified to do on a professional level. Note that some of it has absolutely nothing to do with his speciality. Although he could do this, he doesn't do it well enough to have that be his team designation.)
Qualified Expert: Laser rifles, laser handguns, laser canons, handguns, throwing knives (Here's weapons he's an expert with)
Bio: Blah blah blah family. Blah blah blah Navy. Blah blah blah Advanced laser technology. Blah blah blah chosen for skill to become part of new GI Joe Team.

A few recomendations, if you want them:

Speciality: Close Quarters Combat (This seems to be where you're going, and just specializing in melle and firearms will make you just a grunt.)
Birthplace: Salem, Massachusetts
Training & Skills: Marksmanship, Rapid Target Recognition, Investigation, Interrogation, Fencing (This adds in some more useful skills from a Police background, adds to the close-quarters theme a bit, too. You could add negotiations to make it so he can get in close to pop off those holding hostages as sheilds, and a non-ninjitsu form of martial arts, as only ninjitsu falls under the domain of the Arishakage. Or I could point you towards a suitable Master, which could give you ties to the Joe Team already, so the character is not a complete unknown.)
Qualified Expert: swords, handguns, Unarmed combat, knives, bladed projectiles (You can qualify this with a martial arts style, or leave it unnamed if you want), (Rifles, Shotguns, and Submachine guns are nice, but they tend to be messy, especially in close quarters. The theme to your character seems to stem from an idea of cq proficency. Remember, the Joes are a Team. A mediocre ability at distances isn't a real drawback, becauyse your strength is what brings you into the team, and the others will depend on it. These specifics play more on the theme. Besides, you're still good at other weapons. Remember, your Qualified Expertise is only what you're the best at, and will probably play most in your theme, and be what you use most often.)

(This is good, and I don't want to play with it too much, as it is your character. ou might want to add a short blurb on his demeanor though. Friendly, or stoic? A comedian, or the strong silent type? Your character's psychology is very important to being chosen as well as their skills.)

Those are just suggestions. You don't have to do any of them, if you so wish. I'm just trying to help work on the theme you presented, so that you get the most out of it. If you want things as they are, I'll accept that. You can still go with Ninjutsu./ Remember, you're playing an NYPD cop, and a total of three Arishakage-trained ninjas are teaching in an academy in Spanish Harlem. While the academy is more geared towards underprivaledge students, it would be easy enough to weasel you in as someone else they trained. Also, it could get you involved in the game faster, as I just killed those three off.

Anyway, like I said, just thoughts. You have the end say on what you character is and what skills they have.

You were trained in the Arishakage Martial Arts, fraternize with Kamakura and Snake Eyes (Who I'm sure was a big name tossed around during your training). Introduce yourself to the group. Learn what their strengths are. You've just been reassigned to a new team. INTERACT.
