I'm not sure there's much that can be done, if he refuses to go. He hasn't been charged with any crimes. I have no idea if San Diego has a process for removing someone from elected office just for being a scumbag, but I assume not since Filner would seem to meet the criteria and he's still there.

I'm originally from San Diego and get down there frequently. From everything I know about it, Mayor Filner has done a surprisingly good job since he took office.

There was some proposal to destroy Balboa Park by putting in some monsterous bridge over an environmentally sensitive canyon being pushed by a local business tycoon for God knows what reason and Filner actually stood up and stopped it.
