No, it isn't. That was chosen specifically because certain groups that skew heavily Democratic are less likely to have a photo ID or to be able to get one very easily (and as I noted above, in some states that are pushing for voter ID, they've actively made it more difficult to get.) It has nothing to do with intelligence level and everything to do with certain sociopolitical realities of our country's recent past.Photo ID is the most absurdly trivial 'roadblock' to voting rights.
And of course your arguments aren't exclusive to the USA. I just find it interesting that you're so fixated on voting rights in a country whose relationship with your own country can best be summed up as, "We're not the same as them, dammit!"
