Not sure what the right answer is but if states want to open up and get back to business as usual and based on what we know about the virus perhaps that's the prudent thing to do. he hopes that it does not come to that,
but he (even if the #OMB crowd refuses to recognize reality)
has to consider the very real and dire consequences to health and death

I've pointed that out as well as the warning from the board Constitutionalists,
that using Pen & Phone to do the "right" thing (only after the reelection) was
going to reverberate in Presidential history and power (which is ironically, one
of the things I pointed out early on in the SARS-CoV-2 panic); the powers
assumed by government are rarely relinquished. President Obama did it,
acting outside of the Constitution knowing he had no legal authority and
having admitted it previously, but it was some Social Justice that he was
unwilling to negotiate (and compromise) for. Now, President Trump says
he might have to follow that example (under National Emergency legislation)
and do the "right" thing for the country and the very same people who were
previously placated by Presidential decree are now abhorred that the other
party might actually take up where they left off (and were warned about).

It's complete and utter hypocrisy.
