As WH Chief of Staff, he left a few months after the ACA passed. The model for that bill started in a state with a Republican governor. The Republicans vehemently opposed the bill, but later gained a majority and have declined to repeal it. Rahm could run as a Republican. As Chicago mayor, I don't remember much about him. There is still a Chicago now, so he didn't completely burn it down.
