All we know for certain is the vessel (Skipper) is one of roughly a thousand aging tankers used to illegally transport sanctioned oil from Iran, Russia and Venezuela.

The Skipper is believed to be owned and operated a company called Thomarose Global Ventures, based in the Marshall Islands. It was sanctioned by the US Treasury during the Biden administration for supporting Iranian oil smuggling for Hezbollah. I suppose they could try and contest the seizure in some international maritime court but it’s doubtful that will happen.
