Diana's still wearing a tiara in the picture. And Artemis needs something to keep her hair back.

While the tiara has often been represented in the comics as being symbolic of Diana's royalty, I think in this storyline it's more indicative of the rank of Wonder Woman. Otherwise, Diana would have removed it-- like she did in the comics --when Themyscira stopped being a monarchy.

So both of them can technically still wear it, even though neither of them is officially royalty, because both of them are Wonder Woman.
