...something about Batman saying this to Bart makes me unaccountably sad.

I think it's because really, in the comics, Bart had one of the shortest chronological lifespans in the history of the medium.

He grew from a toddler to fourteen in the space of like three years because his biological link to The Speed Force was aging him rapidly, until Wally managed to help him stabilise it. And then a few years later-- a few, at least, in comics-time --he gets dragged into that crap at the end of "Infinite Crisis" and emerges as a full-grown adult, skipping even more years of his life.

And then they killed him, a thousand years before he was born.

Bart Allen grew up too fast.
