Probably the stat came from county-specific data and excludes the poorer areas...something like XYZ and PDQ counties bordering DC have a per capita income of such and such and 25.5% work for the government. The rest are on K street.
Government is the industry of Maryland even if they do not all draw a gov't check.
Which is also a vote in favor of Perry being an idiot for trying to lure Maryland workers to Texas.
NIH and NSA are both good examples. They have a core of government employees, but an order of magnitude more people working in private industry either supporting those agencies directly, or in businesses that capitalize from proximity.

Maryland:
Total labor force is 3,100,400.
Government employment is 499,500
That's 16% and includes Federal, state and local government employees.
