They aren't adjudicated upon entry by law and haven't been for years. They are processed (those who have attempted reentry are tuned away) and a court date is set. There aren't enough judges to immediately have a court hearing.....which is one of the issues
The Democratic legislation actually created additional onsite judges which would immediately adjudicate the claim to expedite removal and processing, but the current President defeated that legislation)
