Here's the regimes problem. The uprising is so wide spread that the powers that be can't cover all the bases so concentration is mandatory. And as soon as those forces concentrate they become targets. Make no mistake, Mossad is deeply embedded in Iran and we have the signals and satellite intelligence. Mossad will only be effective if Israel attacks or the people rebel in force. If the IRGC responds by slaughtering protesters, Mossad can't do much. Even with limited response strikes by the US, if the protesters are annihilated, the Ayatolla remains in power.
