You sure know a lot, but apparently not that by law they can't remain in custody of the Border Patrol for more than 72 hours then they are transferred to the Office of Refugee Resettlement until their hearing, which is about a 2 year wait time.

Most of it is going to HHS. There's no reason to believe he will spend this money in the right place. HHS has nothing to do with the border, and the costs of judges and lawyers for processing those aliens is only a small fraction of that amount. All he needs to do is send a few plane loads of these kids back home and the problem is solved. They can all be flown back home first class for about one percent of that 3.7 billion.
