Nope. Take Georgia (the country not the state....) as an example. Mao was absolutely correct. As were the writers of the constitution. In the end, power is ultimately in the hands of those with the guns. Democratic elections are only good where there is a societal consensus to respect the results.

We in the USA are coming dangerously close to NOT respecting the results, and at that point the outcome is then determined by fanatics with guns. Who has the guns is not important. It is that the use of applied violence determines the outcome.
