I'm wondering if there's some kind of software out there that can generate cartoon characters based on photos. Basically, I'm thinking of how I can illustrate a child's story for personal use.

You can post an ad on Adobe for this. It won't be free but you might get an illustrator who's looking to add your project into their portfolio. Some would do it just to get recommendations and references if they're just starting out.

Umm I don’t know I don’t have it anymore, I think it was @saustin5432 that showed it to me. Sausage, do you remember it?

I think the app we were playing with is called Cartoon Camera. That was before I switched to iPhone, so I'm "guessing" a little bit based on my app history from the Google Play store.
