Pretty much anywhere in the industrial world. And in most cases it's easier than it would be in America due to a lot of things. Cheaper education gets more people access to the tools they need, Universal Health Care and Mass Transit allow people to take greater risks than they would in America. And we do not have the highest standard of living by any rational measure. We die younger, less happy, spend more hours working and less time living.

It's worth noting they have a lot fewer people than we do and thus should be expected to produce fewer of everything.

The NHS, the welfare state, pensions, education are all based on payments by individuals and companies through personal and company taxation, national insurance and local (council) taxes.

The costs of the Police and Fire services are collected as part of Council taxes.

The NHS costs less per head to cover everybody than the health services of the US that DON'T cover everybody.

I paid income tax on my pension contributions. I paid tax on the interest on my pension pot. I pay income tax on the pension I receive, and when I spend that money I pay VAT (sales tax) on many things I buy - so that is four taxes on my current income.
