Because it's Chechnya, I suspect it's tolerated from the officials, and this tolerance made people demonstrate, as most other demonstrations are forbidden. This is the very first time I hear from a demonstration in Chechnya at all, and the people there had quite a lot of reasons in the past to demonstrate against Russia.
