I think it's all outer wear. Wouldn't want to hide any of them

It's like a mini kilt. Finally, something for those really warm days.

Why wear any? Very freeing without any...under trousers, jeans, or my kilt.

Because two reasons…

1. I’ve zipped myself before and that’s about the most painful experience you can have.
2. I really like wearing sexy underwear. But that’s a personal preference, and to each their own.

Circumcised guys have a harder time freeballing than uncircumcised guys. It can be very uncomfortable in the wrong pants, if you "point" the wrong way and get your peehole peeled open in there. Underwear is a layer of protection against this kind of mis-hap.
