The cultural ("Star Trek") references would almost certainly be lost on "mr. kitty" (do you play "Gunsmoke in Drag" in your spare time?) but I believe the author/creator's intent was to make something the cat(s?) would enjoy playing on while providing a visually interesting piece for humans.
As for your question, had you bothered to scan completely through the article rather than being snarky, you would have run into this sentence near the end:
"I also stapled a bit of leftover rope to the bottom of the Enterprise as a toy."
