A federal judge in IL has declared the states ban and registration schemes unconstitutional and issued a permanent injunction. He also issued a 30 day stay on his own order to allow the parties to appeal to the 7th circuit. It is likely that the 7th will overturn the ruling but in so doing sets up a confrontation to be resolved by SCOTUS.
