But, can "preparing the ground" perhaps channel the inevitable changes in one direction or another out of several possible futures? Or is it that the direction as well as the fact of change is pretty much predestined, and all we can do is try to forecast it and prepare to deal with the consequences?

I lean determinist and passive/pessimisstic/abstract-big-picture-view but that's my own spiritual bent. In my opinion, "wild cards" like the internet are (almost) everything and the times create the man.

Well, history is all wild cards, isn't it? At least, at any time since the scientific and industrial revolutions. There's always some new game-changing technology with unpredictable sociopolitical effects.
