Trump has declared the Cartels "Terrorist Organizations" and that declaration has serious implications. It means that Trump can deploy troops to Mexico if he so desires. It also bypasses the Posse Comitatus Act in his deployment of troops on the border.

I doubt that you're going to see the 82nd Airborne or the 4th Armor surging into Mexico anytime soon, but the tools that he now has at his disposal give him SERIOUS leverage in dealing with the Mexican government.

The linked story says "Border patrol said a group of hikers were bombarded with gunfire, with the victim struck twice and robbed in El Centro Sector’s area in the Jacumba Wilderness." I won't defend that, but terrorism it is not. Even by Trump's standards, it is deeply dishonest of him to classify drug cartels as "terrorists."

President Obama never used drone strikes in Mexico.

And at no point will President Felon legally use drones against Mexico, either let alone invade a sovereign country and close economic and political ally.
