Could it be..somewhat of a catch-22 in this situation, rather a self-proliforating thing? Meaning, people see nurses putting in long hours and juggling big case loads and say, " Jeez, I don't wanna do THAT.." When in fact if they DID get into it, it would ease the case load and the long hours...
