That's right Domestic production isn't like a light switch, it requires a forecast on profit vs investment return. It will take a decade to reinvigorate domestic oil production to use American crude. It will cost billions to upgrade those refineries. Oil companies currently have a net profit when selling their oil overseas, and buying Canadian oil for the domestic market.
