The State Department issued guidance stopping foreign aid grant spending for 90 days, multiple outlets reported Friday, after President Donald Trump signed an executive order Monday that sought to realign foreign spending with American interests.

Key Facts​

The order from the State Department bans any new government spending on foreign aid projects, seemingly allowing existing programs to run only with the money they have on hand, the Associated Press reported, after obtaining cables sent from State to foreign embassies.

There was confusion on what the order meant, though, with some organizations seeing it as a stop-work order, according to the AP.

Politico reported it “appears to apply to funding for military assistance to Ukraine,” and Reuters reported the directive only included a waiver for aid to Israel and Egypt.

The executive order signed by Trump on Monday stated U.S. foreign aid and bureaucracy are not “aligned with American interests and in many cases [are] antithetical to American values.”

The U.S. Department of State's directive to suspend foreign aid does not apply to military support for Ukraine, according to the Center for Countering Disinformation (CCD) at Ukraine's National Security and Defense Council.The CCD emphasized that two primary programs -- Presidential Drawdown Authority (PDA) and Ukraine Security Assistance Initiative (USAI) -- through which weapons are supplied to Ukraine, are operating without interruption.

This does not sound good. This is the type of corruption that has created a huge negative image for Ukraine to deal with, and now it's apparent that the Minster of Defence is deeply involved in perpetuatimg corruption rather than eliminating it. This is not good at all.

Sounds like Defense Minister Rustem Umerov needs to be fired and replaced. Zelensky needs to do a lot more ass-kicking.

Since Sunday, several C-17 Military Transports with the U.S. Air Force have flown from Ramstein Air Base in Germany, to Hatzerim Airbase in Southern Israel, before then flying to Rzeszów in Eastern Poland, which serves as the Hub for almost all Military Aid provided by the U.S. and NATO to Ukraine.

Reports previously had suggested that Israel was considering donating Soviet Weapons and Equipment, captured recently in both Lebanon and Syria, to the Ukrainian Armed Forces, including Tanks, Anti-Tank Guided-Missiles, and Ammunition; this is in addition to several “Patriot” Surface-to-Air Missile Batteries that the Israeli Air Force was preparing to Retire, which they had also considered giving to Ukraine.

It IS the MH-60 Series Black Hawk M variant USED by the “Nightstalkers” SOAR (A).

Also:

Other units DO fly the MH-60 Series Black Hawk, just not the M variant.)

On the night of January 24, and again on the night of January 26, Ukraine implemented further sanctions against the Transneft oil refinery in Ryazan, which produces fuel for military equipment, aviation kerosene, diesel fuel and other types of oil products used in tanks, aircraft, ships and other equipment of the Russians. The Ryazan oil refinery once produced 17m tons a year (5% of Russia's capacity) and is one of the largest in Russia. It's been burning for a couple of days now. According to the Mash Telegram channel, the Ryazan oil refinery was hit in a combined drone strike, resulting in a large-scale fire at the facility.

Local residents reported hearing about ten explosions around 1 a.m., including near the village of Dyad'kovo and the Pesochni area. Russian Telegram channels report that the fire at the oil refinery in Ryazan, Russia is very strong. According to locals, the refinery has been cordoned off and a large number of fire trucks are rushing towards it.

Videos shared online captured the sound of explosions and the flight of drones. The effects of the attacks were also felt in the city of Ryazan itself. No real air defence apparent, just some small arms fire. Seems Russian air defenses are disintegrating too. Pretty soon, Ukraine is going to be attacking whatever they want with no resistance the way this is going.

I think we're now at the point now where we will be disappointed if Ukraine **doesn't** hit some Russian petro-infrastructure overnight, every night.
