There was never any hope of Ukraine winning this war against a premier nuclear power with four times the population of Ukraine. Militarily, Ukraine lost this war before it started, and is in the process of being dismantled as we speak. There is no hope for a battlefield victory against the Russian Army in Ukraine. Further western involvement will only bring on WWIII. There's an old axiom, wars are won or lost twenty years before they begin. Ukraine hasn't had enough time in grade, and Europe has spent the last twenty years degrading its military power vis a vis the Russians. You said they lost on the first post of this thread.
Parliament has the power per the Constitution. They have extended martial law due to the invasion.
The people can push for Parliament (i.e. their representatives) to do differently at any time.
Russia used to have a similar Constitution until Putin changed it to extend his rule beyond the accepted laws. He removed all opposition by force.
