I believe I've seen it and the other "beach photos" on several sites. Considering the quality, it could easily be a paparazzi shot with a long, long telephoto lens. So in twenty-five words or more, hell if I know for sure, but I'd guess, yes. As for the tatoo, maybe it's a temp.sirhugs said:

Did anyone catch the ER episode 2 or 3 weeks ago where Dougie Howser (OK, He's grown up and playing another doctor now - I forget names), who is also a rock musician, was balling this hot young girl whom he thought was 18?
She wound up at the ER with an STD, like clamidia or something, and in the process, they found that she was ALMOST 15! There were comments about him balling Hilliary Duff. It looked like her. Was it her or a look-alike? I don't know, but it was a good story line where he was sweating bullets over getting busted for it.
The next week, he DID get beat up over it.
And Charlene Tilton looks better than both of the Duffs, IMO.
