Permanent hearing loss is a 5 min exposure to 120 to 130 dB

But silencers! The clue's in the name! See every action film with a sniper.

(I know diddly about guns or silencers, beyond that silencers don't actually make gunshots silent...)

You're correct. They're considered "engineering controls" for purposes of hearing protection in a noise polluted environment.

Applying OSHA to wars is pretty neat:

PPE (the lowest level of protection) are level 4 plates, kevlar helmets, protected toes and soles in boots, etc.

Administrative — fight the conflict in another place and time (night operations to achieve total surprise)

Engineering — stand off weapons, artillery, drone strikes, VBIEDs

Substitution — drones and automated warbots; other people's sons.

Elimination — warfare becomes unnecessary due to boundless resources and living space (Star Trek, before they fucked it up with STD)
