Don't know whether you missed it, but the U.S. Government is a civilian one. What makes a militia is its composition--from the civilian population--not who organizes it. I don't want anyone other than the government forming any sort of military force in the United States. Thus far, the laws pretty much go with that too. Those forming militias in reality in the United States are crazies who get on the wrong side of the law quickly and are headed for the slammer (thank God).

But over time I have changed my mind. An army that depends on enlistments does very well in bad times not so well in periods of good times. The republicans have been in power too much of the recent past to tell how things would shake out during good times. Unfortunately when Clinton was in office and times were good, we were not involved in a war, at least nothing to compare with what the two Bush's gave us .

If you had a draft you would have a constant turn over of personnel. That kind of turn over would keep everybody honest. Things like Abu Ghraib would not happen without word getting out. The soldiers would think of themselves as soldiers but they would also be mechanics, bakers or something, they would have a life waiting at home for them. These guys are soldiers and nothing else. that is their life, war is the best they can hope for. Peace is bad news and brings possible unemployment. These guys were raised by us but in the same sense that a cop can never be one of the guys, these guys can never be counted on to be american first. they could be used against us as well as for us.

I would feel better if we had a draft based system.

Fairly certain yes. Gun ownership in rural areas probably approaches 100% but the vast majority of Americans live in cities so that's out. Not all gang bangers own guns and even if they did that's still a small part of the population. The reality is that gun ownership has been on the decline for decades. As people leave the countryside they often leave their guns.
