Not unexpected and for the best, in my opinion, making it plain that those without legitimate 'passes' (residents or press) will be prone to arrest. Okay, curfews shouldn't be necessary but vandals amongst the regular (understandably angry) protestors won't get so much cover for their actions and can be arrested more quickly.
