However, suppose the United States captured a known terrorist from another country on its soil?

For example, suppose an Irish terrorist blew up a British police station in Northern Ireland and was later caught in New York City? Would America, a non-party in this terrorism, have a 'right" to extradite an Irish citizen to the UK to face charges?

Would that be any different from extraditing the terrorist Netanyahu, who conducted a horrific ethnic cleansing in Gaza, to the Hague to face criminal charges there?

I'm guessing their is a Zionist equivalent to this as well, such as when genocidal Israel swore an oath to abide by a "ceasefire agreement" in Gaza only to violate the terms of the agreement on the very first day of the ceasefire?
