Nothing was paid to Iran. Obama merely unfroze their assets and allowed them to retrieve their own money. The Americans were released, and Iran won't make nuclear weapons. There really is no down side to that deal.

And Obama did not launch a war against Libya. He very briefly intervened in an ongoing civil war and applied juuuust enough air power to keep the rebellion alive. Well done. The aftermath ain't great, but I'm sure nobody is missing the Gaddafi regime.

Can you point to the part of the deal that Iran agreed to where they guarantee they won't develop nukes? Have you read reports that Iran's leaders have basically announced they are going to ignore the deal?
